Ohio State trustees accept funds, approve appointments
COLUMBUS -- A $2 million gift from the estate of Carl M. and Grace C. Baldwin of Columbus will establish an endowed chair in ophthalmology at The Ohio State University College of Medicine and Public Health. The annual income from the gift will provide salary support for a physician specializing in the eye, causes of blindness, restoration of sight and the treatment of patients threatened by blindness. The gift was accepted Friday (6/7) by the university’s Board of Trustees, along with 22 new named endowed funds for a total of $3.5 million in private gifts given to the university in April. Trustees also accepted $20.4 million in research grants and contracts awarded to the university during April.
In other business, the board approved personnel actions, construction projects, fiscal items and a variety of other university-related matters.
Named endowed funds
· The William H. and Laceryjette V. Casto Professorship in Interprofessional Education Fund, $304,530, provided by gifts from William and Laceryjette Casto to support the work of a distinguished professor in interprofessional education in the College of Education
· The E. W. Hatton Fund for Pediatric Pharmacy Research, $250,000, provided by gifts from Isabel Hatton Simmons (B.S. 1931) of Columbus in honor of her father, Ellmore Wright Hatton, who was a pharmacist and co-owner of Hatton Pharmacy in Columbus at the turn of the 20th century. The gift will be used to improve the effectiveness, safety and uses of medicines in pediatric and geriatric patients.
· The Dr. Herbert L. Fenburr Fund for Human Cancer Genetics Research, $232,477, provided by gifts from Dorothy Fenburr (B.A. 1935) and Margaret Davenport in memory of husband and father, Dr. Herbert Fenburr (B.Ch.E 1934, M.S. 1935, Ph.D. 1937) and Dr. John Minton and in honor of Dr. James Niedhart to support an endowed fund in human cancer genetics
· The Evelyn Moreida Krislov Scholarship Fund, $103,049, provided by a gift from Joseph Krislov of Lexington, Ky., to provide scholarships for second-year graduate students in the College of Social Work who have an interest in the field of aging
· The Fowler Physics Research Endowment Fund, $70,000, provided by unrestricted funds from the Department of Physics and the College of Mathematical and Physical Sciences to provide research support for a distinguished senior faculty member in the Department of Physics
· The Kenneth B. Cummins Endowment Fund, $63,597, provided by gifts from Kenneth B. Cummins (Ph.D. 1958) of New Washington to support undergraduate students in the College of Mathematics and Physical Sciences
· The Lewis I. Day Advancement Fund, $58,846, provided by gifts from Lewis I Day (B.S. Bus. Adm. 1935) of UPPER ARLINGTON to advance the activities of the Fisher College of Business
· The Family and Consumer Sciences Education Program Fund, $51,272, provided by gifts from Penelope A. Reighart (Ph. D. 1985) and alumni and friends of the College of Human Ecology to support programs in family and consumer sciences education for the purpose of teacher preparation and licensure to teach in Ohio schools, grades 7-12
· The Dr. Carleton W. Schwiesow Endowed Scholarship Fund, $47,085, provided by gifts from the estate of Dr. Schwiesow (D.V.M. 1936) to support a student in the College of Veterinary Medicine
· The Raymond W. Doskotch Graduate Fellowship Fund in Medicinal Chemistry and Pharmacognosy, $45,000, provided by gifts from Dr. Jinn (Ph.D. 1979) and Dr. Ze-Ai (Diana) Chang Wu (Ph.D.) of Princeton Junction, N. J. to provide a graduate fellowship to a student whose research emphasizes natural product chemistry within the Division of Medicinal Chemistry and Pharmacognosy
· The Edward F. Hayes Graduate Research Award Fund, $29,795, provided by gifts from friends and family members in memory of the contribution of Hayes, Ohio State vice president for research from 1991 to 1998, to research and graduate education at the university. The fund will provide graduate research awards in conjunction with the Edward F. Hayes Graduate Research Forum.
· The Mollman Family Cancer Research Endowed Fund, $29,300, provided by a gift from Mr. and Mrs. Joe Mollman of COLUMBUS to support research at the Comprehensive Cancer Center - Arthur G. James Cancer Hospital and Richard J. Solove Research Institute
· Belmont County Alumni Scholarship Endowed Fund, $27,168, provided by gifts from members and friends of the Belmont County Alumni Club to provide academic merit scholarships from entering freshmen from high schools in Belmont County
· The Robert Godfrey Arend Football Scholarship Fund, $26,489, provided by gifts from Robert Godfrey Arend (B.S. Bus. Adm. 1952, M.B.A. 1956) and children, Todd (B.S. Bus. Adm. 1990) and Maria Arend, and granddaughters, Katherine Elizabeth and Alexandria Grace Arend to supplement the student-athlete grant-in-aid scholarship costs of a student athlete from northeastern Ohiowho is a member of a varsity football team
· The Charles and Betty Dougherty Scholarship Fund, $25,591, provided by a gift from Charles and Betty Dougherty of WOOSTER to award scholarships to student enrolled in the fluid power or power and equipment program at the Ohio State University Agricultural and Technical Institute
· The Bruce W. Erickson Distinguished Scholar Fund, $25,000, provided by gifts from the Nanette N. and Robert M. Hoge Fund at the Columbus Foundation to provide a scholarship for a distinguished scholar enrolled in the College of Mathematical and Physical Sciences
· The Kelm Family Engineering Scholarship Fund, $25,000, provided by a gift from Sharon Simon Kelm (B.S. Ed. 1973 and James S. Kelm (B.S.A.A.E. 1971) for merit scholarship support for engineering students
· The William and Phyllis Kraner Athletic Scholarship Fund, $25,000, provided by gifts from the Kraner family of NEWARK to provide scholarship support to a member of a varsity sports team

The board also approved a change in the description of The Griffith Family Scholarship Endowment Fund and a change in name and description of The Harold Brenner Pepinsky Research and Lectureship Fund, now The Harold Brenner Pepinsky Early Career Award Fund in Neurobehavioral Science.
Personnel appointments
· Gary Bos has been named professor and holder of the Frank J. Kloenne Chair in Orthopedic Surgery in the Department of Orthopaedics, College of Medicine and Public Health, effective Sept. 1, 2002, through June 30, 2006. Bos is currently professor of orthopaedic surgery at the University of North Carolina, Chapel Hill.
· Joan M. Herbers has been named dean of the College of Biological Sciences, effective Sept. 1, 2002, through June 30, 2007. Herbers is currently chair and professor of the Department of Biology at Colorado State University in Fort Collins, Colo.
· William L. McDonald has been named interim academic dean at Ohio State’s Newark Campus, effective July 1, 2002, through June 30, 2003. McDonald is currently assistant academic dean and associate professor in the Newark Campus Department of Sociology.
· Giorgio Rizzoni of UPPER ARLINGTON has been named professor and holder of The Ford Motor Company Chair in Electromechanical Systems in the College of Engineering, effective July 1, 2002, through June 30, 2007. Rizzoni is currently professor of mechanical engineering.
· Linda J. Saif of WEST SALEM has been named Distinguished University Professor in the Department of Veterinary Preventive Medicine’s Food Animal Health Research Program, effective June 7, 2002.

Medical Staff bylaws revisions approved
The board approved several revisions to the Bylaws of the Medical Staff of University Hospitals in order to comply with the Joint Commission on Accreditation of Healthcare Organizations. Other revisions included the elimination of the category of community affiliate staff and limited staff members as members of the medical staff. The board also approved amendments to the Bylaws of the Arthur G. James Cancer Hospital and Richard J. Solove Research Institute and Rules and Regulations of the Medical Staff.
University grading system amended
Trustees approved an amendment to the Rules of the University Faculty to include a new mark –“EN” – for non-attendance at a course. The mark will indicate that the student was properly registered for the course, but failed to complete it because of non-attendance. It does not differentiate between a student who never attended or who stopped attending during the academic term. Point-hour ratio will be 0.0 credit points.
Construction projects approved
The board approved the following construction-related matters:
· Employment of architectural/engineering firms and a construction manager for an addition to Wiseman Hall that will connect to the new Biomedical Research Tower and provide additional space for the University Laboratory Animal Resources Department. Total estimated project cost is approximately $15.7 million with funding provided by future capital appropriations, a National Institutes of Health grant and future university bonds proceeds with debt service paid by the Laboratory Animal Resources Department.
· Employment of architectural/engineering firms for renovation of space in the basement of Prior Health Sciences Library to accommodate a Clinical Skills Laboratory for the College of Medicine and Public Health. Total estimated project cost is $1 million with funding provided by the College of Medicine and Public Health.
· Employment of architectural/engineering firms and request for construction bids for renovation of the Meiling Hall lobby to create additional offices for the College of Medicine and Public Health. Total estimated project cost is $750,000 with funding provided by the College of Medicine and Public Health.
· Employment of up to six architectural/engineering firms to provide design services on various small projects to be accomplished through the Job Order Contract Program and other procurement methods. The selected firms will represent a variety of disciplines and expertise for all types of projects. Projects over $200,000 must have board approval prior to construction.
Gift of farm property accepted
The board accepted a gift of the Mellinger Farm, approximately 326 acres of improved and unimproved property located in Jefferson, Ohio, and owned by Patricia Quinby and the estate of Virginia Miller Reed. The property will be subject to an easement to ensure it remains dedicated to agricultural use and will be used by Ohio State’s Ohio Agricultural Research and Development Center (OARDC) for development of a long-term research, education and demonstration program for integrated systems of forestry, crops and livestock. Appraised value is $1.17 million.
Interim budget authorized
The board authorized the university to make expenditures consistent with the level of resources approved for Fiscal Year 2001-2002, pending the adoption of the current funds budget for Fiscal Year 2002-2003, which has not yet been finalized.
SciTech funding approved
Trustees authorized the university to loan the Science and Technology Campus Corporation an additional amount, not to exceed $14 million, for the next phase of development of the SciTech campus, which will include a new facility near the existing ElectroSciences Laboratory. The board heard a full presentation on the proposal at its April meeting.
Membership in health system group authorized
The board confirmed that Ohio State’s vice president for health services can sit on the Board of Directors of the University HealthSystem Consortium in order to represent the university and its Health System.
