OSU trustees accept funds, approve university matters - 07/12/02
COLUMBUS – Two named endowed professorships, a named designated professorship and a named endowed fellowship are among the gifts accepted by The Ohio State University Board of Trustees at its meeting Friday at the Ohio Agricultural and Research Development Center (OARDC) in Wooster.
The board also accepted 15 new named endowed funds for a total of $2.3 million in funds given to the university during May and $365,150 in previous gifts. In addition, trustees accepted 231 research grants and contracts totaling $29.6 million awarded to Ohio State in May.
In other business, the board approved a variety of personnel and construction-related matters.
Named endowed professorships
· The Department of Pathology Professorship, $750,000, provided by gifts from friends of the Department of Pathology to fund a professorship in the College of Medicine and Public Health
· The University Pathology Services Professorship, $750,000, provided by gifts from friends of the Department of Pathology to fund a professorship in the College of Medicine and Public Health
Named designated professorship
· The Honorable William B. Saxbe Designated Professorship in Law, $187,500 ($37,500 per year for five years), provided by a gift from William B. Saxbe to provide research and salary support for a professorship in the Moritz College of Law
Named endowed fellowship
· The Howard E. LeFevre 1929 Fellowship, $273,064, provided by a gift from Howard E. LeFevre and The LeFevre Foundation to support an emerging practitioner in the Knowlton School of Architecture
Named endowed funds
· The Rachel Hoover Carter Scholarship Fund, $302,485, provided by a gift from the estate of Rachel Hoover Carter (B.S.Bus.Admin. 1953) of Santa Rosa, Calif., to provide student scholarships on Ohio State’s Columbus campus
· The Harlan Hatcher Memorial Award Fund for Academic Excellence, $100,000, provided by gifts from Anne Hatcher and her family from Ann Arbor, Mich., to provide awards for outstanding faculty in the College of Arts and Sciences
· The Neva Peecher Endowment Fund for the Prevention of Blindness, $92,087, provided by a gift from the estate of Neva Peecher to support faculty research in the College of Optometry
· The Raul A. Hernandez Jr., M.D., Nephrology and Critical Care Medicine Fellowship Fund, $78,500, provided by a gift from Raul Hernandez (B.S. Bus.Admin. 1983, M.D. 1989) and Constance McCourry Hernandez (B.S.Nurs. 1989) of Nashport, Ohio, to provide a joint fellowship in the Divisions of Nephrology and Pulmonary and Critical Care Medicine
· The Mildred Munday Scholarship Fund in Women’s Studies, $50,985, provided by gifts from numerous donors in memory of Mildred Munday to provide a scholarship for students in the Department of Women’s Studies
· The John E. and Charlotte B. Moore 4-H, Minority Scholarship Endowment Fund, $31,697, provided by gifts from family and friends of John E. Moore to provide scholarships for 4-H minority undergraduate students
· The Goldberg Program for Excellence in Teaching Fund in History, $31,430, provided by gifts from numerous donors to support teaching in the Department of History
· The John Bruce Family Swimming Scholarship Fund, $29,096, provided by gifts from Timothy Duffey, Sean Sentz and Joseph Budde and other family, friends and former athletes of the late swimming coach to supplement the student grant-in-aid scholarship costs of a member of the men’s swimming team
· The Raymond and Shirley Reiser/John F. Lyman Fund, $25,587, provided by gifts from Raymond Reiser (Ph.D. 1936) and Shirley Reiser of College Station, Texas, in memory of John F. Lyman to support scholarships for graduate students in the College of Food, Agricultural and Environmental Sciences

Construction projects approved
The board authorized the employment of architect/engineering firms for the following:
· Construction of a new Central Sterile Supply facility integrated into the ground floor of the new Ross Heart Hospital. Total estimated project cost is $5.75 million with funding provided by University Hospitals. Employment of a construction manager was also approved.
· Construction of a helipad on the southwest corner of Rhodes Hall Tower, extension of two elevators from the Emergency Department to serve the helipad. Total estimated project cost is $2.9 million with funding provided by University Hospitals. Employment of a construction manager was also approved.
· Renovation of space for the WOSU Stations in the Fawcett Center to create radio studios, a radio reception area, teleconference rooms and space for digital transmission equipment. Total estimated project cost is $864,460 with funding provided by a university line of credit to be repaid by the WOSU stations.
The board authorized the request for construction bids for the following:
· Renovation of WOSU (see above)
· Improvement of the HVAC and electrical services to the OARnet facility housed at 1454 West Lane Avenue. Total estimated project cost is $250,616 with funding provided by House Bill 640.
· Replacement of the existing Larkins Hall with an all new recreation center to be completed in two construction phases and housing a 50-meter competition pool and diving well, recreation, class and lap pools; 16 basketball courts; six multi-purpose rooms; squash courts; racquetball courts; 28,000-square-foot fitness center; and all new administrative and academic offices, classrooms and laboratory. Estimated project cost is $140 million with funding provided by university bond proceeds with debt service paid by fees for use of the facility, House Bills 640 and 850, anticipated future capital appropriations, Department of Athletics and central university funds.
· Demolition of the existing Robinson Laboratory and construction of new space for the Department of Mechanical Engineering on the site. Estimated project cost is $72.5 million with funding provided by House Bills 640 and 850, future capital appropriations and gifts to the College of Engineering.
· Renovation of Hagerty Hall to house a portion of the College of Humanities. Total estimated project cost is $24.4 million with funding provided by House Bills 748 and 850, gifts to the College of Humanities and central university funds.
· Renovation and retrofitting of the Wexner Center for the Arts to correct building envelope and system problems. Total estimated project cost is $12 million with funding provided by House Bill 640 and central university funds
· Construction of a two-story addition to the existing Comprehensive Cancer Center housed in Wiseman Hall. Estimated project cost is $7.3 million with funding provided by gifts to the Arthur G. James Cancer Hospital and Richard J. Solove Research Institute.
· Construction of a new community facility to provide an integrated approach to addressing the needs of the University Child Care Center and ACCESS Program for single parents and providing a new community facility at Buckeye Village to include space for offices, satellite child care center, recreation area, laundry facility, computer lab, aerobic fitness room and meeting rooms. Total estimated project cost is $5.4 million with funding provided by university bond proceeds with debt service paid by the Office of Student Affairs.
Construction contracts awarded
The board approved awarding the following contracts:
· Knowlton School of Architecture – Total project cost is $33 million with funding provided by House Bills 748, 790 and 850; university bond proceeds with debt service paid by gifts to the Knowlton School of Architecture; and the Department of Physical Facilities. Estimated completion date is December 2003. Architect of record is Wandel & Schnell Architects of Columbus; general contractor is P.J. Dick of Pittsburgh.
· Newark Campus Reese Center – Total project cost is $13.8 million with funding provided by future capital appropriations to the university and to the Central Ohio Technical College and gifts from the Newark Campus Foundation. Estimated completion date is August 2003. Architect of record is The Collaborative of Toledo; general contractor is The Altman Company of Columbus.
· Automated Transport System for University Medical Center, Phase I – Total project cost is $4.2 million with funding provided by University Hospitals. Estimated completion date is December 2002. Architect of record is Schooley Caldwell Associates of Columbus; general contractor is Albert M. Higley Company of Columbus.
· Cramblett Hall OB/GYN Clinic – Total project cost is $1.8 million with funding provided by University Hospitals. Estimated completion date is January 2003. Architect of record is Karlsberger Companies of Columbus; general contractor is Corna/Kokosing Construction Company of Columbus.
· Woody Hayes Drive Rebuild – Total project cost is $1.2 million with funding provided by House Bill 640. Estimated completion date is September 2002. Architect of record is HNTB Architects of Cleveland; general contractor is Nicholas Savko and Sons of Columbus.
Property purchases authorized
The board authorized the following acquisitions:
· 4.3 acres of unimproved real property adjacent to the northwest corner of the Marion Campus. Appraised value is $65,000, and the owners will sell it for that price. Funds for the purchase and related costs will be provided by the Marion Campus.
· Leasehold interest in property at 1656-1660 Neil Avenue adjacent to the Younkin Success Center. The lease is held by Campus Partners for Community Urban Redevelopment, Inc., which has agreed to sell the leasehold rights to the university for the appraised value of $500,000. Funds will be provided by the Land Purchase Account.
· Leasehold interest in improved real property at 1440 Hawthorne Avenue on university-owned land. Purchase of the leasehold interest will support the services offered by University Hospitals East. Purchase price will be negotiated.
Airport easements granted
The board approved granting a temporary construction easement to Arshot Investment Corporation for the construction of storm and sanitary sewer improvements across university property at the eastern edge of the University Airport. Two additional easements were approved so the City of Columbus can make storm and sanitary sewer improvements on University Airport property.
Highway easement granted
A perpetual highway easement was granted to the Ohio Department of Transportation for construction and operation of a partial interchange between State Route 315 and Cannon Drive.
Teaching initiatives outlined
Trustees heard a presentation on several initiatives in the College of Education and across the university that focus on teaching and learning, including the community-based efforts of the College of Education Office of Outreach and Engagement, the establishment of the University Teacher Education Council and collaborative efforts to strengthen teacher preparation programs.
OARDC student honored
Trustees honored Matt Cannon, a post-doctoral student from Wooster, with the Student Recognition Award. Cannon joined OARDC’s Department of Animal Science in 1996 after completing his bachelor and master’s studies at Oregon State University. He received his Ph.D. in 1999 and developed his dissertation ideas into a successful grant proposal to the National Institutes of Health. He is continuing his studies on bovine and human immune systems at OARDC and hopes to develop a class in fundamental immunology for pre-med and pre-vet students.
Regional campus residence halls planned
Trustees heard a presentation on planned residence halls on the regional campuses. The trustees were shown an architectural plan, illustrating four housing units that are connected by a common area for the students. The trustees authorized the university to adopt a business plan for the residence halls.
Arts and Sciences to combine fund-raising efforts
Trustees also heard a report on the collaborative development plan for the College of Arts and Sciences. The plan calls for the development officers from five academic units to combine their efforts for more effective fund raising on behalf of the entire college rather than individual units.
Retirement plan amended
The board authorized the university to amend the Supplemental Qualified Retirement Plan and gave the senior vice president for business and finance in consultation with the Office of Human Resources and the Office of Legal Affairs, authority to provide additional investment options for employees through eligible deferred compensation plans under the Internal Revenue Code.
Amendments to Faculty Rules approved
Trustees approved changes to the Faculty Rules that will allow Ohio State colleges to propose the creation of clinical faculty tracks outside of the health sciences, which already have clinical tracks, and require that any exceptions to promotion and tenure policies go before the full university Senate for a vote. The Senate approved the changes in June.
Executive Vice President and Provost Edward J. Ray urged governance leaders in January to help craft legislation that would enable the Senate to consider college proposals to make regular clinical faculty appointments in areas outside the health sciences. Currently, only the colleges in the health sciences employ clinical instructors, who hold appointments as non-tenure-track faculty and who do not participate in faculty governance at the university level. The Fisher College of Business and Moritz College of Law have submitted proposals seeking authority to create such positions, but the rules to date allowed clinical appointments only in the health sciences.
