ACTIONS OF THE OHIO STATE UNIVERSITY BOARD OF TRUSTEES

COLUMBUS -- The Ohio State University Board of Trustees on 
Friday (9/13) appointed executive assistants and deans, elected a  
a secretary of the Board of Trustees, filled five professorships 
and endowed chairs, and appointed several heads of schools and 
departments.

Foegler named president of Campus Partners

The board named Terry D. Foegler as president of Campus 
Partners, the non-profit redevelopment corporation which is 
working to revitalize the neighborhoods around Ohio State.  
Foegler will work with city, neighborhood, and university leaders 
to identify key initiating projects.  His university title will 
be executive assistant to the vice president for student affairs.

Foegler has been assistant city manager and director of 
development of the City of Dublin since 1990.  His previous work 
has been as director of development for Communicare, a regional 
health care management and development company; engineering 
project manager for Thousand Trails Inc., a developer of 
recreational camping resorts; director of planning and 
development for the City of Lebanon, Ohio; planner with the 
Northern Kentucky Area Planning Commission; and a consultant.

Foegler's appointment begins Sept. 23.  He replaces Barry 
Humphries, who left the position at the end of March to return to 
his private business.

Napier elected secretary of the Board of Trustees

Trustees named William J. Napier as executive assistant to 
the president, retroactive to Aug. 29, and elected him secretary 
of the Board of Trustees.  Napier was vice chancellor for 
external affairs at the Ohio Board of Regents.

Napier was Ohio State's director of governmental relations 
and executive assistant to two other presidents, Harold Enarson 
and Edward Jennings, between 1976 and 1982.  In 1982 he received 
his doctorate in political science from Ohio State and became 
assistant director of the Ohio Department of Natural Resources a 
year later.

Napier has been vice chancellor since 1984 and served as 
acting chancellor from July to November 1995.  His 
responsibilities at the Regents involved developing and 
implementing the board's external agenda, including working 
closely with the governor's office, the Ohio General Assembly, 
the media, Ohio college and university presidents and trustees, 
and the general higher education constituency.

Huntington named dean of graduate school

The board appointed Susan Huntington as vice provost for 
Graduate Studies and dean of the Graduate School retroactive to 
July 1.  Huntington had been acting dean of the Graduate School 
since September 1995 and acting vice provost for graduate studies 
since December.

Huntington has conducted extensive field work in India and 
other Asian countries, and is the author of three books on the 
art of ancient India, as well as numerous articles, book reviews 
and other publications.

Huntington succeeded Roy Koenigsknecht, who returned to his 
faculty position as professor of speech and hearing science.


Schoessler named dean of optometry

Trustees appointed John P. Schoessler as dean of the College 
of Optometry, retroactive to Sept. 1.  Schoessler, who is the 
E.F. Wildermuth Foundation Professor in the college, has served 
as acting dean for the past year.

Schoessler received his undergraduate, graduate, medical and 
doctoral degrees from Ohio State, where he has taught since 1974.  
He served as assistant dean and associate dean prior to being 
named acting dean when Richard Hill retired in 1995.  His areas 
of research specialty are corneal physiology and visual 
sensitivity.

Howitt named to economics chair

Trustees named Peter W. Howitt to the University Chair in 
Monetary Economics and Macroeconomics, effective Oct. 1.  Howitt 
comes from the University of Western Ontario, where he is a 
professor of economics.  He also is a visiting professor of 
economics at the University of Toulouse, France.  Howitt 
specializes in monetary policy and theory, and is an associate 
with the Canadian Institute for Advanced Research.  He earned his 
undergraduate degree from McGill University, his graduate degree 
from the University of Western Ontario and his doctoral degree 
from Northwestern University.

Schwartz named to food industries chair

Trustees appointed Steven J. Schwartz to the Carl E. Haas 
Chair in Food Industries, through December 2001.  Schwartz comes 
from North Carolina State University, where he was a professor 
and site director of the Center for Advanced Aseptic Processing 
and Packaging.

Schwartz specializes in chemical alterations of food 
components during processing and absorption and metabolism of 
carotenoids.  He is a member of the American Chemical Society and 
the American Association of Cereal Chemists.  He received his 
undergraduate degree from the State University of New York at 
Stony Brook, and his master's and doctoral degrees from the 
University of Wisconsin at Madison.

Established in 1980 by alumni and friends of the College of 
Agriculture, the chair was renamed in 1983 in honor of Carl Haas, 
who received his Bachelor of Science degree in 1918, in 
recognition of his gift to the fund.  The chair provides salary 
and program support for the work of an individual to provide 
leadership in the food industries program.

Sebo named to electrical engineering chair

The board appointed Stephen A. Sebo to the Neal A. Smith 
Chair in Electrical Engineering, through December 2000.  Sebo 
specializes in electric power systems and high voltage 
engineering, and has taught at Ohio State since 1968.  He earned 
his undergraduate degree from Budapest Technical University    
and his doctoral degree from the Hungarian Academy of Sciences.

Established in 1993 by the estates of Neal and Faye Smith, 
the Smith Chair provides salary and support for an 
internationally recognized scholar in electrical engineering, 
with emphasis on power systems engineering.

Tetlock named to psychology chair

Trustees appointed Philip E. Tetlock to the Harold E. Burtt 
Chair in Psychology retroactive to July 1. Tetlock comes from the 
University of California where he was a fellow at the Center for 
Advanced Study in the Behavioral Sciences and a professor of 
psychology.  He specializes in political psychology.  Tetlock 
earned his undergraduate and graduate degree from the University 
of British Columbia, and his doctoral degree from Yale 
University.

The chair was established in 1990 with gifts from alumnus 
Frank and Ruth Stanton in honor of the late psychology professor 
Harold Burtt.

Bahnson named to cancer professorship

The board named Robert R. Bahnson to the Louis Levy 
Professorship in Cancer, retroactive to Sept. 1.  Bahnson comes 
from the University of Pittsburgh where he was an associate 
professor in the Department of Surgery.  Bahnson specializes in 
urology, and is on the Urologic Advisory Council of the American 
College of Surgeons.

Bahnson earned a Bachelor of Arts degree in chemistry from 
Carleton College, Northfield, Minn., and a Bachelor of Science 
degree in medicine from the University of South Dakota.  He 
received his medical degree from Tufts University in Boston.

Established in 1977 by Louis Levy and friends of the College 
of Medicine, the professorship provides salary and program 
support for the work of a distinguished scholar in cancer 
research or teaching.

Board appoints directors of restructured college

Trustees appointed directors of three schools that were  
formed as a result of recent restructuring in the College of 
Education.

Robert B. Donmoyer of WORTHINGTON was appointed director of 
the School of Educational Policy and Leadership, through June 
2000. Donmoyer specializes in curriculum.  He has taught at Ohio 
State since 1980.

William M. Sherman of UPPER ARLINGTON was named director of 
the School of Physical Activity and Educational Services, through 
June 2000. Sherman has taught at Ohio State since 1985 and 
specializes in exercise physiology.

Robert J. Tierney of COLUMBUS (43214) was appointed director 
of the School of Teaching and Learning, through Sept. 2000.  
Tierney specializes in literacy education and assessment and has 
taught at Ohio State since 1984.

Board appoints chairs

Trustees also appointed the following chairs:

-- Randall C. Rowe of WOOSTER as chair of the Department of 
Plant Pathology, through June 2000. Rowe has taught at Ohio State 
since 1974 and specializes in the biology of soilborne fungi.

-- Robert L. Snyder of DUBLIN as chair of the Department of 
Materials Science and Engineering, through June 2000. Snyder was 
director of The Institute of Ceramic Superconductivity at Alfred 
University in Alfred, N.Y.  He specializes in X-ray powder 
defraction.

-- James M. Unger of COLUMBUS (43214) as chair of the 
Department of East Asian Languages and Literatures, through 
September 2000.  Unger specializes in Japanese linguistics, 
writing systems and computer software for foreign languages.  He 
comes from the University of Maryland, where he was a professor 
of Japanese.

-- Dieter Wanner of UPPER ARLINGTON as chair of the 
Department of Spanish and Portuguese, through September 2000.  
Wanner has taught at Ohio State since 1988 and specializes in 
historical and Romance linguistics.

-- Larry Copeland of UPPER ARLINGTON as acting chair of the 
Department of Obstetrics and Gynecology, through June 1997.  
Copeland has taught at Ohio State since 1988 and specializes in 
gynecological oncology.

-- William Notz of DUBLIN as acting chair of the Department 
of Statistics, through July 1997.  Notz specializes in the design 
of experiments and has taught at Ohio State since 1984.

-- Dennis A. Parker of COLUMBUS (43235) as acting chair of 
the Department of Theatre, through August 1997.  Parker has 
taught at Ohio State since 1985 and specializes in costume 
design.

Board reappoints directors of health facilities

The board reappointed:

-- David E. Schuller of UPPER ARLINGTON, director of the 
Comprehensive Cancer Center and The James Cancer Hospital and 
Research Institute, through June 1999.

-- Steven Reiss, director of the Nisonger Center, through 
June 1999.

-- Randall E. Harris of WORTHINGTON, interim director of the 
School of Public Health, through June 1997.
