Trustees: Construction, Land Sale, Easements

OHIO STATE TO SEEK BIDS ON GARAGE, SCHOTTENSTEIN CENTER

     COLUMBUS -- The Ohio State University Board of Trustees 
on Thursday (2/29) authorized the hiring of architects and 
engineers for an expansion of the Northwest Parking Garage, 
and approved bid requests for constructing the garage, the 
Schottenstein Center and backup utility systems at the 
Biotechnology Support Facility.  Trustees also voted to sell 
land at Don Scott Field and granted five easements.

     The university plans to expand the parking garage on 
Neil Avenue near Woodruff Avenue by adding an 800-space, 
six-level structure.  The expansion is being planned to 
replace spaces lost to construction of the Max M. Fisher 
College of Business and to meet increased demand for parking 
generated by the college.  Infrastructure work on the Fisher 
complex is set to begin this spring.

     The Public Safety Building will be demolished to 
accommodate the garage expansion after a replacement site is 
found for police; traffic, parking and transportation; and 
physical facilities offices now located there.  One option 
of many under consideration is the now-vacant Veterans 
Affairs Clinic on Kenny Road at Woody Hayes Drive, said Jill 
Morelli, assistant vice president and university architect.

     Because of the logistics involved in moving offices, 
the earliest anticipated construction completion is late 
1998, after the opening of the College of Business office 
and graduate programs buildings.

     In accordance with the pedestrian-use directives of the 
Campus Master Plan, the first floor of the garage will have 
office and commercial space.  Potential tenants are a food 
service, a copy center, a bookstore annex, traffic and 
parking office and police substation, Morelli said.

     Total project cost is estimated to be $11.7 million, 
with funding coming from future bond proceeds.  Debt service 
is to be paid by Traffic, Parking and Transportation.

     Morelli said that requests for bids on infrastructure 
improvements for the Schottenstein Center at Olentangy River 
Road and Lane Avenue likely will go out in about a month.  
Bids for building construction will be advertised later.  
Cost of the entire project is $84.5 million, with funding 
from the state, future bond proceeds and gifts to the 
university.

     The cost of installing the backup heating and 
electrical systems for the Biotechnology Support Facility on 
West Campus will be $265,000, with funding from the Ohio 
Board of Regents.

Sale Of land to enable Columbus to widen Sawmill Road

     The board voted to sell 2.62 acres along the east side 
of Sawmill Road to the City of Columbus for $190,456. The 
land, by the Animal Science Livestock Center at Don Scott 
Field, will be used by the city to widen Sawmill. The sale 
must be authorized by the Ohio General Assembly and approved 
by the Federal Aviation Administration.

     Proceeds from the sale will be used to support future 
airport improvements, boost the university's land 
acquisition account, and pay Marjorie Umbstaetter for the 
value of her life estate interest in about .055 acre 
included in the parcel at 5228 Sawmill Road.

Easements Granted In Columbus, Marysville, Wooster, Jackson

     Trustees granted five easements as follows:

     -- A 25-year easement to Columbia Gas of Ohio on a 20-
by-1,420-foot strip for installing a gas pipeline from North 
Star Road to the Edison Joining Technology Center, which is 
being constructed south of Lane Avenue near Carmack Road.

     -- A 15-year easement to MetroComm AxS of a 10-by-413-
foot strip for installing overhead wires and a 10-by-941-
foot strip for installing underground fiber optic cables at 
Ohio Educational Broadcasting, 2470 North Star Road.

     -- A 25-year easement to the City of Marysville on a 
30-by-85-foot strip for sanitary sewer improvements to the 
university's veterinary clinic on Milford Avenue.

     -- A 25-year easement to the Holmes-Wayne Electric 
Cooperative on a 30-by-5,288-foot strip to provide electric 
to facilities at the Ohio Agricultural Research and 
Development Center along Messner and Fredericksburg roads 
near Wooster.

     -- A 15-year easement to Ohio Bell Telephone Co. on a 
10-by-1,725-foot strip to install telephone line at the 
OARDC Jackson Branch on Standpipe Road.  Ohio State will 
receive $625 for the easement.
