OSU trustees accept new funds, approve personnel matters

COLUMBUS – Two gifts from the Transportation Research Center, Inc. (TRC) of East Liberty, Oh., totaling more than $3 million head the list of gifts to The Ohio State University accepted Wednesday (8/29) by the university’s Board of Trustees.  Gifts totaling more than $7 million, received by the university during June 2001, will be used to establish 23 new endowed funds supporting university scholarships and programs, an endowed chair and a designated professorship. Trustees also accepted 465 research grants and contracts totaling more than $52 million awarded to Ohio State during the months of June and July.

The TRC gifts are in recognition of Honda Motor Co., Ltd.’s and Honda of America Mfg., Inc.’s interest in advancing the delivery of engineering education.  The Honda/TRC Classroom of the Future Fund, established with $1,013,750, will be used to support innovative efforts to improve distance and on-line learning facilities for the College of Engineering.  The Honda/TRC Funds Endowment for Interdisciplinary Research Infrastructure Support, established with $2,077,035, will be used to support centralized interdisciplinary transportation-related research laboratory facilities in the College of Engineering.

The Jack L. Beal Chair in Medicinal Chemistry and Pharmacognosy has been established with a gift of $1.57 million from friends and students of Beal, professor emeritus and associate dean of the College of Pharmacy, where he served for 34 years.  The annual income from the endowment will support the research and teaching program of a distinguished professor of pharmacognosy and natural products chemistry in the Division of Medicinal Chemistry and Pharmacognosy.

The Edwin M. Cooperman Designated Professorship in Law, established with a gift of $126,870 from Cooperman of BOCA RATON, Fla., who received his law degree from Ohio State in 1967, will support a faculty position in the Michael E. Moritz College of Law.

  • The Reading Recovery® Endowed Fund, $760,000, established with gifts from Reading Recovery® and Early Literacy, Inc. to support faculty in the College of Education.
  • The Doris Duke Endowment Fund for the Performing Arts at the Wexner Center for the Arts, $400,000, established with gifts from the Doris Duke Charitable Foundation to support artistic programming needs
  • The James L. Deagle Innovation Fund, $201,273, established with gifts from Deagle (B.S. Bus. Adm. 1961) of NAPLES, Fla., to promote faculty and staff initiatives in the Fisher College of Business to increase involvement in the business community

Personnel Appointments

  • Carole A. Anderson of COLUMBUS (43201) has been named vice provost for academic administration in the Office of Academic Affairs, effective Sept. 1, 2001, through June 30, 2003.  The outgoing dean of the College of Nursing, Anderson holds a B.S. in nursing, an M.S. in psychiatric nursing and a Ph.D. in sociology from the University of Colorado.  She joined the Ohio State faculty in 1986 as dean and professor of nursing and professor of psychiatry.

  • Karen A. Bell of COLUMBUS (43202) has been named interim dean of the College of the Arts, effective Aug. 1, 2001, through June 30, 2002.  Bell joined the Ohio State faculty in 1980 and has chaired the Department of Dance since 1995.  She also served as associate dean of the College of the Arts, responsible for the college’s undergraduate academic programs.  She holds an M.F.A. in dance from Sarah Lawrence College and a bachelor’s degree in sociology from S.U.N.Y., Potsdam.
  • Joshua Dressler has been named to The Edwin M. Cooperman Designated Professorship in Law in the Moritz College of Law, effective Aug. 29, 2001.  He currently is Distinguished Professor and Scholar at the McGeorge School of Law, University of the Pacific.  Consistently ranked among the top five criminal law scholars in the United States, Dressler is the author of a widely used textbook, Cases and Materials on Criminal Law.  He earned his J.D. at the UCLA School of Law.
  • Evonne K. Halasek of  COLUMBUS (43235) has been named associate provost for honors and scholars in the Office of Academic Affairs, effective Sept. 1, 2001, through June 30, 2005.  Currently an associate professor in the Department of English, Halasek received her Ph.D. from the University of Texas in Austin.  She is author of A Pedagogy of Possibility and co-author of Writing as Action and The Harper Collins Brief Guide to Basic Writing.
  • Jan E. Kronmiller has been named dean of the College of Dentistry, effective Sept. 19, 2001, through June 30, 2006.  Currently chair and professor in the Department of Orthodontics in the Oregon  Health Sciences University School of Dentistry, he received his B.S. and D.D.S. degrees from Ohio State and a Ph.D. in biomedical sciences from the University of Connecticut.
  • Joseph Murphy of GRANVILLE has been named to The William Ray and Marie Adamson Flesher Professorship in Educational Administration in the School of Educational Policy and Leadership, effective July 1, 2001, through June 30, 2006.
  • Russell M. Pitzer of UPPER ARLINGTON has been named interim director of the Ohio Supercomputer Center, effective July 1, 2001, through June 30, 2002.  Currently professor in the Department of Chemistry, Pitzer received his B.S. in chemistry from Caltech and his A.M. in physics and Ph.D. in chemical physics from Harvard.  He joined the Ohio State chemistry faculty in 1968.  In 1986-87, he served as acting associate director of the Ohio Supercomputer Center, co-founding the center and the Ohio Academic Resources Network.
  • Anthony B. Sanders of UPPER ARLINGTON has been named to The John W. Galbreath Chair in Real Estate in the Fisher College of Business, effective Oct. 1, 2001, through Sept. 30, 2006.  A professor of finance in the Fisher College, Sanders has held faculty positions at the University of Chicago and the University of Texas at Austin.  In 1997-98, he was director and head of asset-backed securities research at Deutsche Bank in New York City.
  • Daniel D. Sedmak of COLUMBUS (43235) has been named associate vice president for health sciences education and vice dean for education in the Office of Health Sciences, College of Medicine and Public Health, effective Aug. 1, 2001.  Sedmak had been serving as interim associate vice president.  A graduate of the Ohio State College of Medicine, he joined the faculty in 1985 in the Department of Pathology, becoming chair in 1997.
  • William M. Sherman of UPPER ARLINGTON has been named interim director of the Center for Education and Training for Employment in the College of Education, effective July 1, 2001, through June 30, 2002.  Currently director of the School of Physical Activity and Educational Services since 1996, Sherman received his B.S. in education from Ohio University, his M.S. in biology from Ball State University and his Ph.D. in physical education from the University of Texas at Austin.

Reappointments

  • Marvin T. Batte has been reappointed as The Fred N. VanBuren Professor in Farm Management in the Department of Agricultural, Environmental and Development Economics, effective July1, 2001, through June 30, 2006.

  • Robert E. Michler has been reappointed to the Karl P. Klassen Chair of Thoracic Surgery in the Division of Cardio-Thoracic Surgery, Department of Surgery, effective July 1, 2001, through June 30, 2005.

Competitive bidding waivers approved

The board accepted the quarterly report on waivers of competitive bidding requirements, which are allowed in the event of an emergency, when a sufficient economic reason exists or when the goods or services can only be purchased from a single source.  The vice president for business and finance granted 52 waivers for annual purchases totaling approximately $12,278,600; the vice president for health services, at the request of University Hospitals, granted 41 waivers totaling approximately $12,155,900.

Construction matters authorized

The board authorized the employment of architect/engineering firms for the following:

  • Construction of a facility on the Lima Campus to provide on-campus student housing, including four-person suites with bathrooms and kitchens, common living areas, main lobby, recreation room, computer center, classrooms, support offices and apartments, parking and laundry.  Total estimated project cost is $9.3 million in 2003 dollars with total estimated construction cost of $7.3 million with funding provided by university bond proceeds with debt service paid by Housing, Food Services and Event Centers.
  • Relocation of a Physical Facilities garage and shop. Total estimated cost is $3.2 million with total estimated construction cost of $2.6 million.  Funding will be provided by university bond proceeds with debt service paid by central university funds.
  •    Replacement of the chiller plant for Dodd Hall.  Total estimated project cost in $864,500 and the total estimated construction cost is $700,000 with funding provided by University Hospitals.

The board accepted the report of award of contracts for the following:

  • Library Book Depository, Phase II.  Architect of record is OA Spencer of Columbus and general contractor is Gutknecht Construction of Columbus.  Total project cost is $2.4 million with funding provided by the Board of Regents and University Libraries.  Estimated completion date in January 2002.
  • Denney Hall – Classroom Renovation Phase I.  Architect of record is Levin Porter Associates, Inc. of Dayton and general contractor is C&N Construction Services, Inc. of Columbus.  Total project cost is $1.06 million with funding provided by House Bills 748, 790, 850 and 904 and University Honors Program.  Estimated completion date in November 2001.
  • 1224 Kinnear Road – Blueprint for Advanced Learning Environment (BALE) Program.  General contractor is Francis Wayne Ltd. of Springfield.  Total project cost in $1.3 million with funding provided by the Board of Regents and the Ohio Supercomputer Center.  Estimated completion date is March 2002.

Property purchases authorized

The board authorized the following purchases and sale of real property:

  •   1578 Neil Avenue, Columbus, $164,000, from the Francis W. Kessler and Joyce D. Kessler Trust.  The property will be used to develop the graduate and professional student housing project.
  • 1584 Neil Avenue, Columbus from Bavelis Properties in exchange for the sale to Bavelis Properties of property owned by the Board of Trustees at 1544-1546 Neil Avenue plus $25,000.  The property will be used for development of the graduate and professional student housing project.
  • 7.136 acres of unimproved real property in Paris Township, Union County from the Union County commissioners for $40,000 plus related acquisition costs.  The property will be the future site of the College of Veterinary Medicine’s Large Animal Clinic, replacing the existing clinic on Milford Road in Marysville.

Permanent and temporary licenses granted

The board authorized the granting of temporary construction licenses for approximately 30 months to Franklin County so that university property can be used while the county replaces the bridge over the Olentangy River at Lane Avenue.  In addition, the university will grant a permanent license to the county to provide access to two more acres adjacent to the bridge.
