OHIO STATE NEWARK CAMPUS GETS NEW DEAN, REGIONAL BOARD
     COLUMBUS -- The Ohio State University Board of Trustees
Friday (4/8) established a board of 11 trustees to advise and
assist the dean and director of the Newark Regional Campus.
     The Ohio State board named Rafael L. Cortada as dean and
director, beginning July 1.  Cortada is president of Wayne County
Community College in Detroit.  In addition to the Ohio State
post, Cortada will serve as president of the Central Ohio
Technical College at the Newark campus.  The COTC Board of
Trustees formally appointed him Friday, also.
     At Ohio State, Cortada will hold the faculty rank of
associate professor of educational policy and leadership.
     Cortada will become the fourth chief executive of the Newark
Campus.  He will succeed Julius S. Greenstein, who is stepping
down June 30 after 14 years service in the dual capacity of
president of COTC and dean and director of Ohio State-Newark.
The two institutions share the same campus and some facilities
and staff, but they have separate governing boards and different
educational missions.
     Since 1990, Cortada, 59, has been president of the five-
campus urban/suburban Wayne County Community College system,
which serves 12,000 students in the Detroit area.  Under his
leadership, the college got its first voter-approved property
tax, regional accreditation to the year 2000, and the resolution
of 144 auditor general exceptions.
     Cortada has taught history at Bronx Community College, the
University of Dayton, Howard University, Federal City College,
and Smith College.  In addition, he has taught educational
leadership in the doctoral program at Pepperdine University.  As
an administrator, he has served as president of the University of
the District of Columbia, El Camino College in California, the
Community College of Baltimore, and Metropolitan Community
College in Minneapolis.
     Cortada holds doctoral and bachelor's degrees in history
from Fordham University and a master's degree in education from
Columbia University.  His wife, Selome Cortada, is an elementary
and junior high school teacher in the Detroit public schools and
intends to explore teaching opportunities in the Newark area.
They have three grown children: twin daughters Celia and Natalia,
and son Rafael Jr., all residing in Carroll County, Md.
     Jane McConnell, chair of the COTC Board of Trustees, and
Nancy M. Rudd, associate provost at Ohio State, said they were
pleased with the result of the 130-candidate search under the
leadership of Howard E. LeFevre and with the consensus reached
among Ohio State and COTC administrators in making the choice.
     "We're just delighted to obtain a person with Dr. Cortada's
abilities and experience to head the Newark campus," Rudd said.
"He has a wealth of administrative experience and a good feel for
the needs and opportunities of both institutions on the campus."
     Cortada will work with the Newark Regional Campus Board of
Trustees, which was created so that Ohio State would have a local
board with community representation that can coordinate with COTC
trustees in areas of common interest.
     The Ohio State-Newark board also will develop support for
the campus in the local community and advise the dean and
director about local educational needs.  The board will serve as
an advocate for the campus in local and state government agencies
and in the Legislature, and participate in the strategic planning
process for the campus.
     The Newark board will not have jurisdiction regarding
faculty hiring, promotion and tenure, but the university is
expected to consult with the Newark board regarding appointment
of future deans and directors.
     Under board bylaws, the 11 members will serve without pay,
but may be reimbursed for expenses.  Members will include one
university trustee, one non-voting student at the Newark campus,
and nine citizens.  Voting members will serve three-year terms
and may be reappointed twice.
     The Newark board will have an executive committee, finance
committee and campus facilities and planning committee.
