Tuition, housing and dining costs locked in for in-state students in 2022 Tuition Guarantee

The Ohio State University remains at the median for in-state tuition and fees among public Big Ten universities after the Board of Trustees approved new rates.

The board on Thursday approved the university’s tuition, housing and dining costs for incoming autumn 2022 students. It includes the Ohio State Tuition Guarantee, which locks in these costs for each inbound in-state student cohort for four years.

Trustees approved an increase of tuition and fees for incoming Ohio freshmen of 4.6%, which is a $549 annual change from last year’s rate. With the four-year freeze of this rate, this will be the seventh straight class of Ohio students to graduate with no tuition and fee increases. 

Additionally, tuition and fees for incoming non-resident students will increase by $1,703. Since Ohio State converted from the quarter system to semesters in fiscal year 2013, tuition increases have been below inflation.

The board also approved new endowments, including the establishment of two scholarships by Ohio State President Kristina M. Johnson and her wife, Veronica Meinhard, as part of their $1 million donation to the university. The Kristina M. Johnson Endowed Scholarship Fund is primarily geared toward undergraduate student-athletes who are members of the Buckeye women’s field hockey team and women’s lacrosse team ­– two sports played by Johnson in college.

The Veronica Meinhard Endowed Scholarship Fund provides aid to undergraduates who are first-generation college students.

Each endowment is part of the Scarlet & Gray Advantage Endowed Matching Gift Program.

"Both of us went to university on scholarship, so it’s our way of being able to give back,” Johnson said Thursday during the full board meeting.

Trustees also congratulated Gary R. Heminger on his successful tenure as chair. Heminger, the former chairman and CEO of Marathon Petroleum Corp., was appointed to the board in 2018, and his term as a member runs through 2027. Trustees approved Hiroyuki Fujita, founder and CEO of Quality Electrodynamics, as the new chair. Fujita joined Ohio State’s board in 2016 and his term runs through 2024.

The following actions were also taken during the board’s meeting:

Men’s basketball ticket prices approved
The board approved men’s basketball ticket prices for fiscal year 2023.

University debt policy amendments approved
The board authorized revising the university’s debt policy to better align it with best practices regarding the use of the internal bank for capital facilities improvement projects. The board approved the following amendments:

  • Modification of the Long Term Investment Pool distribution policy calculation period and approval of a new benchmark for university operating funds.
  • Authorization for designated officials to buy, sell, assign and transfer securities, to deposit or withdraw funds from bank and investment accounts held in the name of Ohio State, to designate depositories and to execute treasury- and insurance-related agreements.

Establishment of new degrees, department and appointment type approved
Trustees approved the establishment of the following:

  • A doctor of philosophy degree program in immunology and immunotherapeutics in the College of Medicine
  • A master of supply chain management degree program in the Fisher College of Business
  • The Department of Dermatology in the College of Medicine
  • A clinical faculty appointment type in the College of Social Work

Strategic completion plan approved for 2022-2024
The board approved an updated version of the strategic completion plan designed to increase the number of degrees and certificates awarded to students. State law requires the board of trustees of each Ohio place of higher education to adopt a plan every two years.

Department name change approved
Trustees approved changing the name of the Department of Near Eastern Languages and Cultures to the Department of Near Eastern and South Asian Languages and Cultures.

Personnel actions approved
The board approved the following academic appointments, effective July 1, 2022, except for Mary Stromberger, whose appointment is effective on Aug. 1:

Professional services and construction contracts approved
The board authorized the university to enter into or increase professional service and construction contracts for the following projects:

  • Strategic Infrastructure Optimization Plan – phase 1
    The project will develop conceptual infrastructure system strategies and plans for potential investments across the entire university. Trustees approved professional services contracts totaling $1 million, to be paid for with university funds and partner funds.
  • Wexner Medical Center Outpatient Care Powell
    The project will provide medical services within community-based ambulatory facilities. Trustees approved professional services totaling $7.4 million, to be paid for with auxiliary funds.
  • East Hospital – fire suppression
    The project will meet National Fire Protection Association requirements for the fire suppression system in the entire East Hospital complex. Trustees approved professional services contracts totaling $800,000, to be paid for with auxiliary funds.
  • Buckeye Village demolition
    The project will demolish the remaining 18 apartment buildings off Tuscarawas, Montgomery, Stark, Mahoning and Cuyahoga courts and the maintenance and laundry buildings. Trustees approved construction and professional contracts totaling $5 million, to be paid for with university debt, auxiliary funds and university funds.
  • Gateway Apartments building envelope – phase 1
    The project will replace failed residential wood framed windows with new storefront windows, primarily on west-facing facades of Gateway Apartment buildings A and B. This is the first phase of improvements that are required in the buildings. Trustees approved construction and professional contracts totaling $4 million, to be paid for with auxiliary funds.
  • Lacrosse stadium
    The project will design and construct a new Lacrosse Stadium in the Athletic District on Irving Schottenstein Drive. Trustees approved increasing construction contracts totaling $1.5 million, to be paid for with fundraising, auxiliary funds and partner funds.
  • Fire system replacements for fiscal year 2019
    The project will replace and update fire alarm systems in five campus buildings. Trustees approved increasing construction contracts totaling $700,000, to be paid for with state funds.

Honorary degrees approved
The board approved the awarding of the honorary doctor of engineering degree to Patrick P. Gelsinger.

Resolutions in Memoriam announced
The board approved resolutions honoring the following former faculty emeriti who recently died:

  • George G. Blozis, professor emeritus and former division chair in the College of Dentistry, who died on Nov. 21, 2021, at age 92.
  • Charles Csuri, professor emeritus of art education and computer and information science, who died on Feb. 27, 2022, at age 99.
  • Bernard J. Hamrock, professor emeritus in the Department of Mechanical and Aerospace Engineering in the College of Engineering, who died on Feb. 4, 2022, at age 82.
  • Poul M.T. Hansen, professor emeritus of the Department of Food Science and Technology in the College of Food, Agricultural, and Environmental Sciences, who died on March 3, 2022.
  • Harry Hershey, professor emeritus in the Department of Chemical and Biomolecular Engineering in the College of Engineering, who died on Feb. 3, 2022, at age 83.

The board approved the naming of The Jane, Lily, Bubba, Mayzie & Rusty Shackelford Lobby in the Veterinary Medical Center and Trueman Hospital for Companion Animals, in support of Don and Teckie Shackelford and in acknowledgment of the care are treatment their dogs received at the center located at 601 Vernon L. Tharp Street.

The board approved the naming of an observation room (Room 123) in the Frank Stanton Veterinary Spectrum of Care Clinic, located at 655 Vernon L. Tharp Street, “In Honor of Teddy Luther, Travis Lincoln & Tucker Lewis Moore Lifelong VMC Patients; Rustin M. Moore, DVM ’89” in acknowledgment of Dr. Rustin M. Moore’s philanthropic support.

The board approved the naming of the university’s Innovation District community as Carmenton, which will serve as a mixed-use space to further support and enhance innovation, including a research center, residential/lifestyle facilities, park, pathways, retail, corporate tenants and adjacency to the ambulatory facility. The entrance street located between Kenny Road and Carmack Road will be named Carmenton Avenue.

The board approved the naming of the parking garage at 1512 Old Cannon Drive as Old Cannon Garage.

The board approved the naming of the Newark Apartments Building 1 and Newark Apartments Building 2 at Ohio State Newark, located at 600 LeFevre Blvd. and 800 LeFevre Blvd., as the current name and address of these buildings does not reflect their purpose or location.

The board approved the naming of the CFAES Wooster Administration Building at 1617 Payne Drive in Wooster. The building is the home for key functions on the Ohio State Wooster campus.

Fiscal year 2023 operating budget approved
Trustees approved the operating budget for the fiscal year ending June 30, 2023.

Ohio State Energy Partners utility system interim capital improvements plan for fiscal year 2023 approved
Trustees approved Ohio State Energy Partners’ fiscal year 2023 interim capital improvements plan to make capital improvements.

Rules of the University Faculty amendments approved
The board approved changes to the Rules of the University Faculty to address multiple topics, as recommended by the University Senate.

Degrees and certificates for summer 2022 approved
The board approved the issuance of degrees and certificates on Aug. 7, 2022, to those who have completed the necessary requirements.

Outside Activities and Conflict Policy approved
Trustees approved a single, comprehensive university policy on outside activities and conflicts. The university currently has multiple university policies addressing university ethical expectations, research conflicts of interest regulations, and other federal and state laws governing financial and fiduciary conflicts of interest, and this will promote simplicity and efficiency.

Interim capital investment plan for fiscal year 2023 approved
Trustees authorized the interim capital investment plan for fiscal year 2023 ending June 30, 2023.

Appointments to the Self-Insurance Board approved
The board authorized the following individuals be appointed or reappointed as members of the board, effective July 1, 2022:

  • Mark Larmore, term ending as of the date at which Ohio State employment ends
  •  Douglas Robinette, term ending June 30, 2024 (reappointment)
  • Jake Wozniak, term ending June 30, 2024 (appointment)
